Looks like before too long Americans are going to get the kinds of 3G speeds that other countries enjoy. AT&T Inc. is testing 7.2mbps HSPA in Chicago, it has confirmed, with plans to double that to 14.4mbps sooner rather than later.

AT&T’s continuing investment in HSPA eventually will take it up to 21mbps on the downlink, said AT&T's Ralph de la Vega.

GSM-based carriers like AT&T and T-Mobile USA are continuing to invest in HSPA despite the specter of 4G LTE on the horizon. It makes sense considering that full LTE deployment beyond initial markets could take years, with the devices to support it further behind than the network gear itself. HSPA in the meantime can help carriers support wireless data uptake in a much more pervasive way.
