There hasn’t been a lot of excitement in the press lately about net neutrality, fair use and the whole over-the-top Internet provider debate. So Precursor LLC is trying to make some. The company has come out with a new report saying Google Inc. (GOOG) is a bandwidth hog and is enjoying the feast at the expense of broadband providers.

According to the report by Precursor’s Scott Cleland, who founded NetCompetitition.org, Google uses 16.5 percent of consumer Internet capacity, yet pays for less than 1 percent of that bandwidth. And it will only get worse, according to Precursor, which reportedly forecast that Google’s consumer capacity usage will rise to 37 percent in 2010.

Google responded that Cleland is under the telcos’ thumb and needs to check his math.
