Qwest is being required to restore service to 13,000 Internet customers in the southwestern U.S.  But that may change.

The Denver-based phone giant threatened the shutdown after SkyWi acquired New Mexico-based ISP One Connect in September. Qwest says One Connect owes it $1.7 million, a debt inherited by SkyWi.

The New Mexico Public Regulation Commission ordered service restored until a federal hearing on Jan. 13. The customers affected are in New Mexico, Arizona, Texas, Colorado and Utah.
