The week before he’s expected to resign as FCC chairman, Kevin Martin has published the “International TV White Spaces Fellowship and Training Initiative,” alongside launching an annual conference, to take white spaces global.
Martin wants the so-called white spaces left over from the digital TV transition to be used by countries worldwide. He proposes to do that by having the FCC work with foreign regulators and other experts to encourage unlicensed use of the white spaces.
The idea apparently is to encourage the development of new devices and applications.
