President-elect Barack Obama has promised to create a new position for the country – Chief Technology Officer. It’s been a much-discussed idea and is attracting both support and dissension.

One of the biggest questions is whether Obama will reinvent the wheel rather than create something totally new. Some experts are prodding the incoming president to be sure to take cues from countries overseas and from companies with effective CTOs. Singapore and Estonia are two of the countries viewed as models the U.S. could emulate when it comes to national tech policy.

Obama’s transition team Web site contains his goals for a national CTO, but those goals are being criticized for apparently not being effective or efficient.
