In addition, the FCC still isn’t sure where the money will come from to offset consumers’ cost of set-top converter boxes. Funding has dried up, and Nielsen reports that more than six million households still may not be ready for the mandatory switch to digital. The government set a cap of $1.34 billion for the coupon program, which it reached in January. Nearly four million people are still on the waiting list.
